Hablar de Luis Liendro, es hablar de un verdadero ejemplo de buen ciudadano, nacido en la Ciudad Autónoma de Buenos Aires, comprometido con su tiempo a la causa del colectivo de las personas con discapacidad. Por estas razones es un histórico militante social y cuadro político por los derechos de este sector vulnerable de la sociedad. 

En base a la vasta labor y trayectoria desarrollada por el colectivo de la discapacidad, sus seis obras escritas, han tenido un justo reconocimiento por quienes las obtuvieron y las han leídos y por que el Sr. Liendro, es un ejemplo de perseverancia y amor al prójimo, para nuestra generación y para las que a futuro vengan.

El reconocimiento de Interés Cultural que tienen algunas de sus obras, es por su ardua trayectoria en el campo de la discapacidad, así como su incansable accionar para luchar y visibilizar los derechos de este colectivo social como son, el de las personas con discapacidad. A pesar de una larga y comprometida trayectoria de más de cuatro décadas, el Sr. Liendro que aún tiene mucho que aportar, ha logrado el agradecimiento y afecto de la ciudadanía.

Síntesis de sus antecedentes cultural y social son: Colaboraciones Gubernamentales: Asesor en la Secretaría de Relaciones Institucionales de la Vicepresidencia de la Nación; Asesor en el Ministerio de Acción Social de la Provincia de Buenos Aires; Asesor en la Convención Estatúyete de la Ciudad Autónoma de Buenos Aires; Coordinador Ejecutivo del Concejo Municipal de Discapacidad de la Municipalidad de La Matanza; Organizó y dirigió el Primer Censo de personas con discapacidad en la Localidad de Ciudad Evita, del Partido de la Matanza -Declarado de Interés Municipal por el Sr. Intendente Municipal Dr. Alberto Balestrini de la Municipalidad de La Matanza; Autor de los Formatos Gubernamentales de los “Concejos Municipales de Discapacidad” en el ámbito de la Provincia de Buenos Aires y creador del Concejo Municipal de Discapacidad del Partido de la Matanza -área especializada de atención a las personas con discapacidad de la Municipalidad de La Matanza; Promovió en el mismo distrito la instauración de la Subsecretaría de Discapacidad, que en la actualidad continúa en sus funciones como organismo municipal. Entre otras colaboraciones fue propulsor de varias normativas Nacionales Provinciales y Municipales, relacionadas a la temática de la discapacidad; Ha realizado asesoría legislativa en más de una docena de normativas, en varias Comisiones Parlamentarias del Honorable Congreso de la Nación, Legislatura de la Ciudad Autónoma de Buenos Aires, y entre otras Comisiones de Consejos Deliberante Provinciales y que dichas normativas, constituyen en la actualidad, entre los principales derechos que tienen las personas con discapacidad. Participación social en tareas culturales y comunitarias: Congresal del Partido Justicialista y encargado general de redactar en las Plataformas Electorales a nivel Provincial y Nacional, los puntos vinculados a la discapacidad, ofrecidas por el Partido Justicialista; Promotor y co-autor de la modificación introducida en el Título IV de los Artículos 22 º y 27 º de la Carta Orgánica del Partido Justicialista de la Provincia de Buenos Aires, creándose la Comisión de Discapacidad; Co-fundador de la Primera Comisión Nacional de Trabajadores Discapacitados (Res/25) del Consejo Directivo de la Asociación Trabajadores del Estado (A. T. E.). Autor de la creación de la Comisión de Discapacidad, en la Delegación Gremial Legislatura, del Sindicato Único de Trabajadores del Estado de la Ciudad de Buenos Aires S.U.T.E.C.B.A.; Autor intelectual del formato legal del “Sindicato de Trabajadores de la Discapacidad” (iniciado ante el Ministerio de Trabajo y Seguridad Social de la Nación por expediente Nº 1-20151702876-2015); Autor y Editor de la popular síntesis de los Derechos de las Personas con Discapacidad, “Tus Derechos”; Autor y promotor de la primera Campaña Nacional de los derechos de las personas con discapacidad en la World Wide Web, campaña que contó con el patrocinio y auspicio del Sr. Intendente Municipal de La Matanza y miembros directivos del Consejo Municipal de Discapacidad de la Municipalidad de La Matanza y de innumerables entidades y portales institucionales de todo el país, entre ellos la Comisión de Discapacidad de la Honorable Cámara de Diputados de la Nación; Autor intelectual de la petición del pago de un plus que cobran en la actualidad todos los empleados con discapacidad y agentes con hijos con discapacidad, en la Legislatura de la Ciudad Autónoma de Buenos Aires (Anexo III Acta acuerdo Paritaria Nº 1/2007, Subsidio por Discapacidad – Incorporado al Convenio de Trabajo de la Legislatura Porteña a través del Art. 56); Propulsor junto al Diputado Nacional José Orellana, de la Declaración de Interés de la H. Cámara de Diputados de la Nación, para que se conmemore el “DIA NACIONAL DE LA CONVENCION SOBRE LOS DERECHOS DE LAS PERSONAS CON DISCAPACIDAD”, a conmemorarse el 19 de noviembre de cada año. Resolución Nº 6455/12 y la H.C.D. de la Nación (E.6575-D-2016). “POLÍTICAS PARA LA DISCAPACIDAD”. “LA DISCAPACIDAD EN TIEMPO DE PANDEMIA COVID-19” su ultimo y sexto libro “ANTOLOGÍA MILITANCIA SOCIAL POR LA DISCAPACIDAD”; Todos estos libros tuvieron de una u otra manera incidencias concreta a que los derechos de las personas con discapacidad sean más conocidos y se esparcieran por todo el país y que directa o indirectamente muchísimas personas, al menos conocieron o están al tanto del variado abanico de legislación que existe sobre los derechos mencionados; Las obras escritas han sido destinadas a completar la literatura disponible sobre discapacidad, esto significa que el autor contribuyo con la promoción de sus numerosos eventos, a que se capacitaran y hayan aprendido innumerables miembros de instituciones, estudiantes, profesionales y militantes sociales, y que en muchos aspectos ha sido el propulsor e iniciador en la divulgación de los derechos establecidos para el colectivo de la discapacidad. El escritor Luis Liendro es un pensador independiente y un rompe barreras que inspiró a líderes del colectivo de la discapacidad en toda nuestra nación. Reconocimiento de la Comisión de Derechos Humano del Estado de Puebla, por haber presentado y acreditado los cursos en línea de “Los Derechos Humanos de las Personas con Discapacidad” y “Los Derechos Humanos de las Personas con Discapacidad en el Contexto de la Pandemia del COVID-19” y como así también organizador de un sin número de campañas y jornadas de concientización sobre la temática de la discapacidad, en distintos puntos del país.

The author

To speak of Luis Liendro is to speak of a true example of a good citizen, born in the Autonomous City of Buenos Aires, committed with his time to the cause of the group of people with disabilities. For these reasons, he is a historical social activist and political cadre for the rights of this vulnerable sector of society. 

Based on the vast work and trajectory developed by the disability collective, its six written works have been justly recognized by those who obtained and read them and because Mr. Liendro is an example of perseverance and love for the neighbor, for our generation and for those who come in the future.

The recognition of Cultural Interest that some of his works have is due to his arduous career in the field of disability, as well as his tireless action to fight and make visible the rights of this social group, such as people with disabilities. Despite a long and committed career of more than four decades, Mr. Liendro, who still has much to contribute, has achieved the appreciation and affection of the citizens.
